Ordered, That a Committee on Immigration, to consist of
seven members, be added to Rule 15 of the Rules and Orders,
as one of the Standing Committees of this House.

Which was adopted.

Mr. Marbury submitted the following order :

Ordered, That it be entered on the Journal, that the mem-
ber from Prince George's county, Mr. Charles S. Dnvall, was
detained from his seat by sickness.

Mr. Webb submitted the following message:

BY THE HOUSE OF DELEGATES,

January 11, 1870.
Gentlemen of the Senate:

We have received your message proposing the appointment
of a Joint Standing Committee of the Senate and House of
Delegates, as is required by the 24th section of Article III.
of the Constitution, who shall have power to send for per-
sons and examine them on oath and call for all public or
official papers and records, and whose duty it shall be to ex-
amine and report upon all contracts made for stationery,
printing and purchases for the public offices and Library and
expenditures therein, and upon all matters of alleged abuse
in expenditures, to which their attention may be called by
resolution of either House of the General Assembly, and con-
cur therein. Wo have appointed on the part of this House,
Messrs. Webb, McCreery, Streett, Kirk. Carrol], Touchstone
and Brattan.

Mr. Carroll submitted the following message:

BY THE HOUSE OF DELEGATES,

January 11, 1870.
Gentlemen of the Senate:

We propose, with the concurrence of your Honorable
Body, the appointment of a Joint Special Committee, to
consist of three members on the part of the Senate, and five
on the part of the House, to visit and examine the various
charitable and benevolent institutions which are beneficiaries
of the Slate, and report upon the condition and needs of the
same to this General Assembly. We have named on the
