Treatment held its final meeting on January 12,
1993. No final report was submitted.

GOVERNOR'S COMMISSION ON INSURANCE

The Governor's Commission on Insurance re-
ported its findings on solvency, fraud, and antitrust
exemptions to the Governor in January 1991.
Commission recommendations led to enactment of
laws concerned with impairment, rehabilitation,
and liquidation (Chapter 269, Acts of 1991); dis-
closure of fiscal impairment (Chapter 267, Acts of
1991); broker-controlled insurers (Chapter 266,
Acts of 1991); required capital stock (Chapter 270,
Acts of 1991); managing general agents (Chapter
268, Acts of 1991); and fraud (Chapter 265, Acts
of 1991).

The Commission disbanded after submitting its
final report on no-fault auto insurance and collat-
eral sources to the Governor in January 1992.

The Committee was to develop commemorative
and educational programs in tribute to Dr. Martin
Luther King, Jr. (1929-1968). Dr. King led the civil
rights movement which brought an end to the sys-
tem of segregation in this country. He was awarded
the Nobel Peace Prize in 1964. The Maryland Com-
mission on African-American History and Culture
now performs the Committee's function.

Maryland Manual 1994-1995

The Governor's Commission on Legal Services
Contracts was formed by the Governor in February
1992 (Executive Order 01.01.1992.03).

The Commission's charge was to develop and coor-
dinate an equitable way for State government to
solicit, prepare, and negotiate legal services con-
tracts. For such contracts, the Commission was to
set the standard by which cases and workloads are
defined and counted and help State agencies de-
velop and enforce contract specifications. In addi-
tion, the Commission was to formulate a policy for
verifying compliance with contract specifications
and make recommendations for the administration
and consolidation of contracts.

The Commission submitted a preliminary report to
the Governor on April 30,1992, and a final report
in July 1992.

The Task Force submitted an initial report on Feb-
ruary 1, 1991, and a final report to the Governor
in June 1992. The final report contained recom-
mendations for financial planning and new legisla-
tion. Drafted by the Task Force, the proposed
law—The Maryland Discretionary Trust Act—was
submitted recently to the General Assembly.
