Annual Report to Governor due Dec. 31.
Three-Year Plan for service programs due May 1,
1994, with annual updates thereafter.

The Governor's Commission on Service was
formed by the Governor in January 1994 (Execu-
tive Order 01.01.1994.01). The Commission over-
sees administration of Maryland's participation in
the National and Community Trust Act of 1993.
This oversight requires developing and updating a
three-year strategic plan for service programs in
Maryland. The plan is to set funding and program
priorities for allocation of federal formula funds.
With the Governor's approval, the Commission
may apply to the Corporation for National Service
and other public and private sources for funding.
Thereafter, the Commission shall oversee imple-
mentation of the strategic plan.
By assuming the responsibilities of the Gover-
nor's Advisory Board on Service and Citizenship
and the Governor's Volunteer Council, the Com-
mission ensures coordination of all service programs
in Maryland.

The Governor created the Interagency Commit-
tee on Specialized Transportation in 1975 by Ex-
ecutive Order (amended 1978,1983).
The Committee developed a plan to administer
and use federal funds available under the federal
Urban Mass Transportation Act of 1964 (sec.
16(B)(2)). Administered by the State Mass Transit
Administration, these funds provide capital assis-
tance for transportation services for handicapped
and elderly persons. The Committee coordinates
the work of State government agencies providing
these services.

Council on Substance Abuse, Tuberculosis, and
AIDS in November 1993 (Executive Order
01.01.1993.31).The Council coordinates the work
of the Governor's Drug and Alcohol Abuse Com-
mission and the Governor's HIV/AIDS and Tuber-
culosis Prevention and Education Commission.
