The University of Maryland Medical System was
established in 1984 as a private, nonprofit corpora-
tion (Chapter 288, Acts of 1984). The System is
responsible for patient care, medical education,
community health services, and emergency medical
treatment provided by the medical systems of the
University of Maryland. These systems include the
University of Maryland Hospital; the R Adams
Cowley Shock Trauma Center; the University of
Maryland Cancer Center; the James Lawrence Ker-
nan Hospital, Inc.; and the Montebello Rehabilita-
tion Center, Inc.
R Adams Cowley Shock Trauma Center was
founded in 1961 as the clinical hub of the Maryland
Institute of Emergency Medical Services Systems.
Following the reorganization of the Institute in
1993, the Center continues under the management
of the University of Maryland Medical System.
University of Maryland Cancer Center was
formed in 1981. The Center is the focus of cancer-
related work within the School of Medicine of the
University of Maryland at Baltimore, and the Uni-
versity of Maryland Medical System.
The James Lawrence Kernan Hospital, Inc., serves
orthopedic, plastic surgery, neurosurgery, dental
and medical patients. It originated in 1895 as the
Hospital for Crippled and Deformed Children and
became affiliated in 1986 with the University of
Maryland Medical System.
Montebello Rehabilitation Center, Inc., is a com-
prehensive-care rehabilitation hospital. Authorized
as a State institution in 1951, the Center opened in
1953 (Chapter 412, Acts of 1951). Funded
through the Department of Health and Mental
Hygiene, the Center was administered by the Uni-
versity of Maryland Medical System from 1986 to
1992. The Center was transferred from the Depart-
ment to the University of Maryland Medical System
in 1992 (Chapter 598, Acts of 1992).
The University of Maryland Medical System is
governed by the Board of Directors. The Board
consists of twenty-eight members. Seven are non-
voting, ex officio members. Twenty-one are voting
members appointed to five-year terms by the Gov-
ernor. Appointed members include minority repre-
sentatives, three regents of the University of
Maryland System, one senator and one delegate, at
