The Legislative Policy Committee periodically establishes special joint committees and task forces for
particular purposes. These special committees meet during the interim between sessions of the General
Assembly. Annually, at the end of the legislative session, the Legislative Policy Committee reviews the work
of each committee and decides whether or not a committee should be continued. Staff for the committees
is provided by the Department of Fiscal Services and the Department of Legislative Reference. A
committee membership roster is published each summer and is available on request.

Begun as a Senate task force in August 1993, the
Joint Task Force on Maryland's Procurement Law
was formed in September 1993. The Task Force
reviews State procurement laws and regulations,
and determines how to prevent abuses and the
appearance of undue influence, especially in emer-
gency procurements, where contracts are awarded
without competitive bidding. The Task Force also is
studying how State agencies, particularly the Board
of Public Works and the Office of Attorney General,
can better oversee the procurement process.
