At the request of the Governor or the Gover-
nor's designee, the Division also investigates and
reports on persons applying for pardon, commuta-
tion of sentence, or clemency.
The Director of Parole and Probation is ap-
pointed by the Secretary of Public Safety and Cor-
rectional Services with the approval of the
Governor and Senate advice and consent. The Di-
rector serves at the pleasure of the Secretary. (Code
1957, Art. 41, secs. 4-601 through 4-613).

The Bureau of Administrative Services provides
fiscal, administrative, training, technical and per-
sonnel services to the Division of Parole and Proba-
tion and its field operations.

BUREAU OF SPECIAL OPERATIONS

In response to the escalation of substance abuse
and violence by young and aggressive offenders, the
Division established the Bureau of Special Opera-
tions in 1990. The Bureau is staffed by specially
recruited, selected and trained professionals. In the

Baltimore metropolitan area, they provide intensive
team supervision to persons on parole or probation
who are at risk of returning to crime.

The Bureau of Field Operations was created in
1978 to decentralize the statewide administration
of parole and probation services into four adminis-
trative regions.

DRINKING DRIVER MONITOR PROGRAM

The Drinking Driver Monitor Program began in
1983. The Program requires that drivers suffering
from alcoholism actively participate in substance
abuse education or treatment programs and refrain
from further driving while under the influence of
alcohol or any controlled dangerous substance.

OFFICES OF REGIONAL OPERATIONS
To implement decentralization of statewide pa-
role and probation services, Offices of Regional
Operations were formed in 1980.

ADMINISTRATIVE SERVICES

Under the Division of Pretrial Detention and Serv-
ices, renamed Support Services in 1993.

ADVISORY BOARD FOR CORRECTION,
PAROLE & PROBATION

Abolished in 1992 (Chapter 12, Acts of 1992).

ADVISORY COUNCIL TO STATE
CLEARINGHOUSE FOR MISSING CHILDREN

Formerly under the Criminal Intelligence Division
of the Maryland State Police, the Advisory Council
has been inactive since 1991.

AIRPORT DIVISION

Formerly under the Special Operations Bureau of the
Maryland State Police, the Division was abolished in
January 1994, when its responsibilities were assumed
by the Maryland Transportation Authority Police of
the Department of Transportation.

CAPITAL IMPROVEMENTS DIVISION

Under the Services Bureau of the Maryland State
Police, the Division was renamed the Facilities Man-
agement Division in 1992.

CRIME PREVENTION UNIT

Formerly under the Field Operations Bureau of the
Maryland State Police, the Unit was abolished in 1991.

DIVISION OF AUDITS & COMPLIANCE

Renamed in 1993 as the Office of Inspector General.

DIVISION OF FINANCE

Reorganized in 1992 as the Division of Finance and
Budget Administration.

ELECTRONIC SERVICES DIVISION

Under the Services Bureau of the Maryland State
Police, the Division was renamed the Communica-
tions Services Division in 1992.

PRE-RELEASE UNIT FOR WOMEN

Renamed Baltimore Pre-Release Unit for Women
in July 1991, when the Unit moved to a new facility.

SERVICES BUREAU

Under the Maryland State Police, the Bureau was
renamed the Administrative Services Bureau in 1993.

SPECIAL TRAFFIC ENFORCEMENT UNIT

Formerly under the Field Operations Bureau of the
Maryland State Police, the Unit ceased to function
in 1992.

TRAFFIC OPERATIONS SECTION

Formerly under the Field Operations Bureau of the
Maryland State Police, the Unit was abolished in 1991.

VALLEY BARRACK

Under the Field Operations Bureau of the Maryland
State Police, renamed Golden Ring Barrack in 1993.
