The Secretary of Housing and Community De-
velopment is chief executive officer of the Depart-
ment. Appointed by the Governor with Senate
advice and consent, the Secretary sets policy, prom-
ulgates rules and regulations, and determines the
strategies to fulfill the Department's mandate. The
Secretary is responsible for the budget of the De-
partment and the budgets of the boards, commis-
sions, and offices under its jurisdiction.
The Secretary serves on the Governor's Execu-
tive Council; the Governor's Construction Indus-
try Employers' Advisory Council; the Governor's
Commission on Growth in the Chesapeake Region;
the Housing Finance Review Committee; the In-
teragency Committee on Aging Services; the Inter-
departmental Advisory Committee for Minority
Affairs; the Governor's Volunteer Council; the Ad-
visory Council on Landlord-Tenant Affairs; the
Community Reinvestment Board; the Maryland
Housing Resource Corporation; and the Emer-
gency Management Advisory Council.
The Secretary is assisted in administering the
Department by the Deputy Secretary. The Deputy
Secretary is appointed by the Secretary with the
approval of the Governor.
Under the Secretary, Department programs are
organized under five divisions: Finance and Ad-
ministration; Housing Credit Assurance (Maryland
Housing Fund); Housing Finance (Community
Development Administration); Community Assis-
tance; and Historical and Cultural Programs (Code
1957, Art. 83B, sees. 1-101 through 8-203).

Created in 1983, the Maryland Housing Policy
Commission helps the Secretary of Housing and
Community Development identify ways to increase
housing supply and ownership opportunities for
|
people of low and moderate income (Chapter 668,
Acts of 1983).
The Commission annually updates the State
Housing Plan, issues a policy and needs statement,
and assesses their implementation. The Commis-
sion recommends to the Secretary innovative pro-
grams to build, finance, insure, and manage housing
for families, elderly citizens, and others inade-
quately served by the private market. It also assists
the Secretary, through a public information service,
to bring available housing resources to the attention
of those in need.
As an advocate of the housing needs of low and
moderate income people, the Commission testifies
before federal agencies, Congress, and the General
Assembly. It also encourages and aids local govern-
ments cooperatively to solve common housing
problems.
The Commission's fifteen members are ap-
pointed by the Governor to four-year terms. The
President of the Senate and Speaker of the House
of Delegates, or their designees, serve as nonvoting
members. The chairperson and vice-chairperson are
designated by the Governor (Code 1957, Art. 83B,
secs. 8-101 through 8-105).
ADVISORY COUNCIL ON
LANDLORD -TENANT AFFAIRS

The Governor established the Advisory Council
on Landlord-Tenant Affairs within the Department
of Housing and Community Development in 1990
(Executive Order 01.01.1990.15). Through the
Secretary of Housing and Community Develop-
ment, the Council advises the Governor on land-
lord-tenant affairs and informs the Governor about
concerns of landlords and tenants regarding State
programs, policies, and legislation. The Council
also recommends initiatives to promote drug-free
environments in rental housing.
The Council consists of seventeen members.
Eleven are appointed to four-year terms by the
Governor. One member is nominated by the Senate
President and one by the House Speaker. Four ex
officio members include the Secretaries of Housing
and Community Development, Human Resources,
