The Department of the Environment protects and restores Maryland's environment and safeguards
the environmental health of Maryland citizens. These responsibilities encompass enforcement and
regulation, long-term planning and research, and technical assistance to industry and communities in
their efforts to handle pollution, waste disposal, and emergency spills of waste or oil.

The Department's four key programs are Air and Radiation Management; Waste Management;
Water Management; and Chesapeake Bay and Watershed Management. Since these all affect the health
of the Chesapeake Bay, the Department of the Environment has a crucial role in all initiatives to restore
the Bay.

OFFICE OF THE SECRETARY

Appointed by the Governor with Senate advice
and consent, the Secretary of the Environment
heads the Department. The Secretary of the Envi-
ronment appoints the Deputy Secretary with the
Governor's approval.
In addition to administrative responsibilities, the
Secretary of the Environment (or the Secretary's
designee) is authorized to subpoena any person or
evidence, administer oaths, and take depositions
and other testimony. The Secretary also is responsi-
ble for investigating the influence of locality, em-
ployment, habit, and other conditions on health
and for researching the causes of diseases and mor-
tality, to the extent that they may relate to environ-
mental factors. To obtain information about cancers
caused by carcinogens and toxic substances and the
incidence of these diseases, the Secretary may insti-
tute studies.
The Secretary serves on the Governor's Execu-
tive Council; the Governor's Subcabinet for Energy
Management; the Governor's Council on the
Chesapeake Bay; the Governor's Pesticide Council;
the Chesapeake Bay Trust; the Interdepartmental
Advisory Committee for Minority Affairs; the State
Soil Conservation Committee; the Scenic and Wild
Rivers Review Board; the Herring Run Public Wa-
tershed Association Commission; and the Imple-
mentation Committee of the Chesapeake Executive
Council. The Secretary also chairs the Asbestos
Oversight Committee and serves on the Appala-
chian States Low-Level Radioactive Waste Com-
mission, and the Northeast Ozone Transport
Commission.

The Deputy Secretary coordinates the develop-
ment and implementation of policies, procedures, and
regulations to ensure that programs and services
within the Department serve environmental needs.

OFFICE OF COMMUNITY ASSISTANCE

The Office of Community Assistance was
formed in 1991. The Office coordinates community
outreach for the Department. As an ombudsman,
the Office is the liaison between the Department
and citizens, industry, local government officials,
other State agencies, international contacts, non-
profit organizations, regional advisory councils, me-
dia organizations, environmental advocacy
organizations, local communities, and civic organi-
zations. The Office develops constituent participa-
tion policies and informs the public of new
programs, permits, and regulations. Under Mary-
land's Public Information Act, the Office responds
to requests for departmental records and directs
media relations.

OFFICE OF STRATEGIC PLANNING & POLICY
COORDINATION

Created in 1991, the Office of Strategic Planning
and Policy Coordination coordinates strategic plan-
ning and manages Department programs for capital
improvement. The Office coordinates and manages
initiatives to prevent pollution and sets goals and
policies for growth management. The Office coordi-
nates its efforts with the Board of Public Works. The
Office also develops and implements comparative risk
and strategic planning initiatives.

OFFICE OF EMERGENCY & ENFORCEMENT
COORDINATION

The Office of Emergency and Enforcement Coordi-
nation was established in 1992. In response to environ-
mental and other emergencies, the Office coordinates
planning and action by local, State and federal govern-
ments in cooperation with the private sector.
