Maryland Region oversees administration of com-
munity-based services and the Thomas B. Finan
Hospital Center.

Opened in October 1978, the Thomas B. Finan
Hospital Center provides services to individuals of
all ages with mental disabilities. The Center also
cares for substance abusers and mentally retarded
persons. Serving Allegany Garrert and Washington
counties, the Center is funded through the
Developmental Disabilities Administration and the
Alcohol and Drug Abuse Administration for 113
mental health beds (Code Health—General Ar-
ticle, sec. 10-406).

Upon recommendation of the Secretary of Health
and Mental Hygiene, the Governor appoints the
Board's seven members to four-year terms.

Eastern Shore Hospital Center was established
in 1912 as Eastern Shore State Hospital (Chapter
187, Acts of 1912). The Hospital admitted its first
patients in 1915.

Department of Health & Mental Hygiene/297

The Center cares for mentally ill patients who
are residents of the Eastern Shore. The facility is
funded for a daily average of 170 patients (Code
Health—General Article, sec. 10-406).

UPPER SHORE COMMUNITY MENTAL
HEALTH CENTER

The Upper Shore Community Mental Health
Center, which opened in 1982, is a multipurpose
mental health hospital. The Center serves a daily
average of 55 patients and provides psychiatric
services for eligible persons, 16 years of age and
older, from Caroline, Cecil, Kent, Queen Anne's
and Talbot counties. The Center also provides a
15-bed juvenile detention center and a 20-bed in-
termediate care unit for alcoholics over the age of
18 (Code Health—General Article, sec. 10-406).
