In accordance with federal law, the Governor
designated twelve local service delivery areas, which
consist of a county or group of counties. Each area
has a private industry council that decides what
particular employment and training services are
needed in its area. Appointed by local government,
the private industry councils consist of repre-
sentatives of community colleges, local govern-
ment, private industry and State agencies.
The Office of Employment Training also sup-
ports the Department of Human Resources'
management of the Job Opportunities and Basic
Skills Program. Created by the federal Family Sup-
port Act, the Program offers employment training,
education, employment support services, and job
placement to recipients of Aid to Families with
Dependent Children. The Office works with local
private industry councils that operate the Program
in conjunction with other local agencies of social
services, education, and economic development.

Training

The Apprenticeship and Training Council was
created in 1966 (Chapter 671, Acts of 1966). Itwas
placed within the Department of Employment and
Training in 1983 (Chapter 64, Acts of 1983). In
1987, the Council became part of the Department
of Economic and Employment Development
(Chapter 311, Acts of 1987). The Council reviews
and approves apprenticeship programs and fosters
their development. It sets standards for registered
apprenticeship programs.
The Council's twelve members are appointed by
the Governor with the advice of the Secretary of
Economic and Employment Development and
Senate advice and consent. Members serve four-
year terms. With the advice of the Secretary, the
Governor may appoint up to three consultants to
the Council.
The Director of Apprenticeship and Training
promotes apprenticeship and other forms of on-
the-job training assisted by the Bureau ofAppren-

ticeship and Training, U.S. Department of Labor,
and other federal and State agencies. The Director
is appointed by the Secretary of Economic and
Employment Development(Code 1957, Art. 83A,
sees. 3-401 through 3-408).

The Partnership for Workforce Quality Advisory
Board was formed in 1989, when the Partnership
for Workforce Quality Program was established
within the Department of Economic and Employ-
ment Development (Chapter 292, Acts of 1989).
The Program provides training services to improve
the competitiveness and productivity of Maryland's
workers and businesses, upgrade employee skills for
new technologies or production processes, and help
Maryland businesses promote employment
stability
The Board consults with the Governor's Employ-
ment and Training Council and advises the Secretary
of Economic and Employment Development con-
cerning the Program. With advice from the Secretary
of Economic and Employment Development and the
Chairperson of the Governor's Employment and
Training Coundl, the Governor appoints the Board's
fifteen members to three-year terms (Code 1957, Art.
83A, sees. 3-501 through 3-504).
