DEPUTY ATTORNEY GENERAL

The Deputy Attorney General is responsible for
Administration and the Citizen Inquiry and Victim
Assistance Unit, as well as four Divisions: An-
titrust, Consumer Protection, Criminal Appeals,
and Securities. The Deputy Attorney General also
is responsible for the assistant attorneys general
assigned to the Department of Economic and
Employment Development; Department of the
Environment; Department of General Services;
Department of Housing and Community Develop-
ment; Department of Juvenile Services; Depart-
ment of Natural Resources; Department of
Transportation; State Archives; Comptroller of the
Treasury; General Assembly; Office of Planning;
State Retirement and Pension Systems; Secretary of
State; and Maryland Stadium Authority

ANTITRUST DIVISION

The Antitrust Division was created in 1972 and is
headed by an assistant attorney general (Chapter 357,
Acts of 1972). The Division enforces the Maryland
Antitrust Act, which governs restraints of trade, unfair
competition, monopolies, and other acts or practices
that restrain or tend to restrain trade and commerce
within the State. The Act calls for both civil and
criminal enforcement of its provisions and permits the
Attorney General to cooperate with officials of the
federal government and the several states in the enfor-
cement of me antitrust laws (Code Commercial Law
Article, sees. 11-201 through 11-213).

The State Board of Victim Services was created
within the Office of the Attorney General in 1988
(Chapter 256, Acts of 1988). The Board advises the
Attorney General on services needed by victims of
crime. The Board also reviews the plans and annual
reports of the Victim Services Coordinator as well
as the implementation, operation, and revision of
programs by die Coordinator.
The Victim Services Coordinator is appointed
by the Attorney General upon recommendation of
the State Board of Victim Services.
The Board has fifteen members. The Governor
appoints nine members who serve five-year terms. The
Chief Judge of the Court of Appeals appoints a mem-
ber of the Judiciary to a five-year term. Five members
serve ex officio: the Attorney General or designee;
Chairperson, Maryland Criminal Injuries Compensa-
tion Board; Secretary of Human Resources or desig-
nee; Secretary of Public Safety and Correctional
Services or designee; and Secretary of Juvenile Ser-
vices or designee. The Attorney General serves as
chairperson (Code State Government Article, sees.
6.5-101 through 6.5-205).

DIVISION OF CONSUMER PROTECTION

The Division of Consumer Protection was
created in 1967 (Chapter 338, Acts of 1967).
The Division is headed by an assistant attorney
general who is Chief of the Division.
The Division oversees the control and regulation
of unfair and deceptive trade practices. It is respon-
sible for enforcement of civil remedies through
court litigation, administrative hearings, complaint
mediation, and arbitration. The Division also is
charged with recommending legislation to the
Governor and the General Assembly to protect the
public from fraudulent schemes and promotions.
In addition to undertaking its own enforcement
activities, where appropriate, the Division reports
information about violations of laws affecting con-
sumers to other law enforcement officers. It seeks
to develop and conduct programs of consumer
education and information through publications
