On December 19,1789,

Maryland ratified the Bill of Rights, the first ten
amendments to the U.S. Constitution.
As we commemorate the bicentennial ofrhar
ratification in 1989, special tribute is due
Luther Martin and William Paca,
two Maryland Antifederalists whose efforts
contributed to the adoption of the
Bill of Rights.
