HERBERT F. MURRAY. U.S. District Court, 1971-.
Born in Waltham, Massachusetts, December 29, 1923.
Attended Yale, B.A., 1947; Harvard Law School; Uni-
versity of Maryland School of Law, LL.B., 1951. Admit-
ted to the Maryland bar, 1951. Served as an Air Force
navigator, 1943-1945, with rank of captain at discharge;
received Mediterranean Theater ribbon with four stars,
Air Medal with three oak leaf clusters, and Distin-
guished Flying Cross. Member, American, Maryland
State, and Baltimore City Bar Associations; honorary
member of Federal Bar Association; permanent mem-
ber, 4th Circuit Judicial Conference; member, Wednes-
day Law Club. Law clerk to U.S. District Court Judge
W. Calvin Chesnut, 1951-1952; assistant U.S. attorney
for Maryland, 1954-1956. Member, Baltimore Museum

EDWARD S. NORTHROP. U.S. District Court, Sen-
ior Judge. Appointed in 1961; chief judge, 1970-1981.
Born in Chevy Chase, June 12, 1911. Attended George
Washington University, LL.B., 1937. In private practice
in Chevy Chase until 1941. Served in U.S. Navy,
1941-1945; served in all theatres, achieving rank of
commander; decorated by both Army and Navy. Later
associated with law firm of Lambert, Hart, and North-
rop. Member, Maryland Senate, 1955-1961; first Chair-
man of Committee on Taxation and Fiscal Affairs;
achieved position of majority leader and chairman of the
Finance Committee. Organizer of Council of Govern-
ments in the Metropolitan Area of Washington, D.C.,
and instrumental in establishing area-wide mass transit
commission. Member, Committee on Administration of
the Probation System, Judicial Conference of the United
States; U.S. District Court Metropolitan Chief Judges'
Conference (former member of Steering Committee);
Advisory Corrections Council of the U.S., 1977-; Judi-

service for the improvement of the administration of jus-
