The State Planning Commission is an advisory
board to the Department of State Planning. The
Commission consists of thirteen members, each
serving four-year terms. Eleven members repre-
senting the public are appointed by the Governor.
Membership also includes an ex officio member
of the State Senate appointed by the president of
the Senate and an ex officio member of the House
of Delegates appointed by the speaker. Members
are selected as far as possible to reflect different
broad geographic, economic, and social interests
in the State. The chairperson is designated by the
Governor.

The State Planning Commission advises and re-
ports to the Secretary of State Planning on all
matters submitted to it by the Secretary, such as
the State Development Plan. It may also consider
current operations and activities of the Depart-
ment, the needs of the State for further develop-
ment, the establishment of regional or metropoli-
tan planning areas, the effectiveness of the
Department and its planning activities, and the
public awareness and understanding of the objec-
tives and functions of State and local planning.
The Commission may establish such subcommit-
tees as may be necessary, and may, with the ap-
proval of the Secretary of State Planning, hold
private or public hearings and sponsor public fo-
rums in any part of the State whenever it deems
it necessary or useful in connection with its advi-
sory functions (Code 1957, Art. C, secs. 1-11).

Authorized by Chapter 746, Acts of 1980, the
Patuxent River Commission was appointed by

the Governor in 1981. The Commission annually
reviews the operation of State and local agencies
in regard to the Patuxent River. It provides a
clearinghouse for watershed information; reviews
plans and comments on reports relevant to the
river; and conducts public hearings. The Commis-
sion reviews the preparation and updating of the
Patuxent River Policy Plan, and conducts public
hearings and forums on the Plan.

The Commission is composed of ten members,
one from each of the seven counties within the
watershed and three ex officio members from the
Departments of Health and Mental Hygiene,
Natural Resources, and State Planning.
