The Board passes upon the qualifications of
candidates for licenses to practice veterinary med-
icine in the State and examines such persons. It
may conduct hearings and pass upon complaints
of illegal or unethical practices or sanitarian re-
quirements and may institute proceedings in the
courts against those engaged in illegal practices
(Code Agriculture Article, secs. 2-301 through
2-313).

The State Soil Conservation Committee was es-
tablished by Chapter 436, Acts of 1937, as
amended to date. It consists of the Secretary of
Agriculture or his designee; the Secretary of Nat-
ural Resources or his designee; the principal ad-
ministrative official for agricultural affairs at the
University of Maryland as designated by the Uni-
versity President; the chairperson of the Mary-
land Agricultural Commission or his designee;
the President of the Maryland Association of Soil
Conservation Districts; and four soil conservation
district supervisors representing four geographic
areas of the State who are appointed for five-year
terms by the Secretary of Agriculture from rec-
ommendations made by the districts to be repre-
sented.

The State Soil Conservation Committee has or-
ganized Soil Conservation Districts that cover the
entire State except Baltimore City. The Commit-
tee coordinates the work of the twenty-three Dis-

tricts in Maryland to further the application of
scientifically sound and practical conservation
measures to the lands in Maryland, which will re-
sult in a retardation of erosion and the advance-
ment of soil and water conservation. The Com-
mittee distributes to the Districts such funds as
are available for use in implementing the soil con-
servation district program.

The State Committee also assists Districts in
securing the advice and help of State and federal
agencies which have resources that can be
brought to bear on soil and water problems and
on certain phases of related land use programs
and problems. Relevant areas of concern include
watershed protection and flood prevention, silt-
ation of streams and reservoirs, shore erosion
control, highway erosion control, forest and
woodland conservation and development, the pro-
tection and development of wildlife, and the de-
velopment of public land areas (Code Agriculture
Article, secs. 8-101 through 8-501).

The Inspector of Tobacco, an office established
by Chapter 314, Acts of 1898, is appointed by
the Secretary of Agriculture with the approval of
the Governor. He must be a resident of one of
the tobacco-growing counties and a tobacco
grower or a duly qualified tobacco dealer. The
Inspector of Tobacco inspects and grades tobacco
grown, sold, or stored in Maryland. He also su-
pervises the State Tobacco Warehouse at Chelten-
ham and all property connected therewith (Code
Agriculture Article, secs. 7-301 through 7-326).
