JOHN J. CORBLEY, Secretary of Licensing and Regulation. Bom on November 20,
1926, in New York City. Attended lona College, A.B., 1950; New York Law School,
J.D., 1962. Admitted to the New York bar, 1963 and Maryland bar, 1974. Served in
the U.S. Navy, 1944-1946. Member, American, Maryland State, New York State,
Anne Arundel County, and Bronx County Bar Associations; Federation of Insurance
Counsel; Defense Research Institute; American Arbitration Association. Outstanding
Achievement Award—Government, lona College, 1973; Who's Who in Finance and
Industry, 1977; Who's Who in the East, 1978. Author of numerous articles for a vari-
ety of professional publications. Executive director, Maryland Automobile Insurance
Fund, 1973-1976; chairman of the Board of Trustees and executive director, Mary-
land Automobile Insurance Fund, 1976-1979. Secretary of Licensing and Regulation

CONSTANCE LIEDER, Secretary of State Planning. Born on April 25, 1934, in
Cincinnati, Ohio. Attended Wellesley College, B.A., 1956; University of Michigan,
A.M., 1957; Harvard Graduate School of Design, M.C.P., 1960; Princeton, M.A.,
1971. Phi Beta Kappa; Durant Scholar (Wellesley); Ford Foundation Fellow (Michi-
gan); Mellon Fellow (Princeton). Former planning and housing consultant active
throughout the United States. Executive director, (Baltimore) Mayor's Task Force on
Population Migration, 1978. First woman elected president of the American Institute
of Planners (1977), a professional planners organization now merged into the Ameri-
can Planning Association. Instructor, The Johns Hopkins University Evening College,
1967-1968; assistant professor, School of Social Work and Community Planning, Uni-
versity of Maryland at Baltimore, 1971-1973; professor, Graduate Program in Urban
Planning, Morgan State University (part-time), 1975-1978. Secretary of State Planning

RUTH MASSINGA, Secretary of Human Resources. Born on February 5, 1940, in

tion, DHR, 1979-1983; deputy executive director, Child Development Consortium,
Washington, D.C., 1977-1979; director, Berkeley, California, Children's Services, 1973

Board of Directors, Children and Youth Centered Information Systems, Washington,
D.C.; member, American Public Welfare Association, Social Service Committee; mem-

J. MAX MILLSTONE, Secretary of General Services. Born August 26, 1928, in
Baltimore, Maryland. Attended the University of Maryland; University of Baltimore.
