consent of the House of Delegates. A substitute
member may be appointed for a three-year term
by the Governor with House of Delegates confir-
mation. In Carroll and Charles counties the
Boards consist of three members appointed by
the Board of County Commissioners for three-
year terms. In Cecil County the Board of County
Commissioners appoints members for five-year
terms. In Dorchester and Kent counties the
Boards of County Commissioners serve as the
Boards of License Commissioners ex officio. In
Frederick County the Governor appoints a Li-
cense Commissioner for a five-year term and an
Alcoholic Beverages Inspector for a four-year
term with the advice and consent of the Senate.
In Garrett and Harford counties the Liquor Con-
trol Boards serve as the Boards of License Com-
missioners ex officio. In Howard County the
County Council serves as the Board of License
Commissioners ex officio. In Montgomery Coun-
ty the County Executive makes the appointments
for six-year terms subject to Council approval. In
Prince George's County the Governor appoints
members of the Board for three-year staggered
terms. In Queen Anne's County the Board of
County Commissioners appoints members for
four-year terms. In St. Mary's County the Board
is known as the Alcoholic Beverage Board, and
members are appointed for two-year terms by the
Governor with Senate confirmation. In Worcester
County members serve four-year terms (Code
1957, Art. 2B, secs. 148, 151, 153).

Liquor Control Board: Consists of three members
appointed by the Governor with the advice and
consent of the Senate for two years, except in
Garrett, Harford, Kent, Montgomery, Somerset,
and Worcester counties. In Garrett County mem-
bers of the Board (known as the Board of License
Commissioners) are appointed by the Governor
for six-year terms. If there is no resident Senator
elected from Garrett County, appointments are
confirmed by the House of Delegates. In Harford
County members of the Board (known as the
Board of License Commissioners) are appointed
by the County Executive with County Council
advice and consent for three-year terms. In Kent
County the County Commissioners are ex officio
members of the Board. In Montgomery County
the Board is called the Department of Liquor
Control. Its director is appointed by the County
Executive with County Council approval. An ad-
visory board to the department consists of five
members appointed and removable by the County
Executive with County Council approval for four-
year terms. In Somerset County members are
appointed by the Governor for four-year terms.
In Worcester County members are appointed for
four-year terms (Code 1957, Art. 2B, sec. 159).

Oystermen's Tongers Advisory Committee: In each
tidewater county, licensed oystermen elect five
representative licensed tongers to confer with the
Department of Natural Resources on oyster
propagation conducted by the Department in the
county (Natural Resources Article, sec. 4-1106).

Oystermen's Dredgers Advisory Committee: In each
tidewater county, licensed oystermen elect an ad-
visory committee to confer with the Department
of Natural Resources on oyster propagation in
the dredging areas (Natural Resources Article,
sec. 4-1106). By the end of 1980 the committees
had only been elected for Dorchester, Somerset
and Talbot counties.

Agricultural Land Preservation Advisory Board:
Each board has five members appointed by the
county governing body. Members serve five-year
terms (Agriculture Article, sec. 2-504.1).

Extension Agents: Appointed by the Cooperative
Extension Service of the University of Maryland
for indefinite terms.

Soil Conservation District Supervisors: Consists of
five members, four of whom serve four-year
terms. The county governing body appoints one
member who serves at the pleasure of that body.
The State Soil Conservation Committee appoints
the remaining four members from residents of the
District: one is chosen from a list submitted by
the County Farm Bureau and three are selected
from a list submitted by the County Extension
Service. Two represent the District at large (Agri-
culture Article, secs. 8-301 and 8-302).

Acts of 1789, from Washington County.

Name: The name is from the Indian word,
oolikhanna, meaning "beautiful stream."
