C. OFFICERS, BOARDS, AND
COMMISSIONS COMMON TO
ALL COUNTIES

Supervisor a/Assessments: Appointed by the State
Department of Assessments and Taxation for an
indefinite term from a list of five persons submit-
ted by the Board of County Commissioners or
County Council, the Mayor of Baltimore City, or
the County Executive with Council approval
(Code 1957, Art. 81, sec. 233).

Board of Supervisors of Elections: Consists of three
members, one of whom must be a minority party
member, and two substitute members (except in
Prince George's County where there are three
substitute members) appointed by the Governor
with the consent of the Senate for two-year terms
(Code 1957, Art. 33, sec. 2-l(a) and (b)). In Car-
oline, Dorchester, and Kent counties the mem-
bers are appointed with the advice and consent of
the House of Delegates if there is no resident Sen-
ator for those counties (Code 1957, Art. 33, sec.
2-l(e)).

Permanent Board of Registry: One member
appointed by the majority members of the Board
of Supervisors of Elections and one member
appointed by the minority member of the Board
of Supervisors of Elections (Code 1957, Art. 33,
sec. 3-10).

Director of Civil Defense: Appointed by the Gov-
ernor for an indefinite term (Code 1957, Art.
16A, sec. 7).

Deputy Medical Examiner: Appointed by the
Commission of Post-Mortem Examiners for an
indefinite term (Code 1957, Art. 22, sec. 3).

Health Officer: Appointed for an indefinite term
by the governing body of the county with the ap-
proval of the State Department of Health and
Mental Hygiene. The governing body of the
county serves ex officio as the local board of
health (Code 1957, Art. 43, secs. 45-53).

Physical Fitness Commission: Members are
appointed by the Governor upon the recommen-
dation of the Secretary of Health and Mental Hy-
giene for indefinite terms. The Commission is
composed of fifteen to twenty-five members in
each county and Baltimore City. The Secretary of
Health and Mental Hygiene designates the
chairperson (Code 1957, Art. 41, sec. 344).

Citizens Nursing Home Board: Consists of ten
members appointed by the governing body of the

county for three-year terms. One member must
represent the governing body of the county. The
Board selects its own chairperson (Code 1957,
Art. 43. sec. 566A).

Mental Health Advisory Committee: Members are
appointed by the governing body of the county.
Each Committee consists of one representative
from the county governing body, the school
board, the social services board, practicing physi-
cians, other mental health professionals, the cler-
gy, the legal profession, the mental health associ-
ation, a past or present mental health care
recipient, a relative of a mental health care recipi-
ent, and at least three persons representing the
community. Members serve for three-year terms.
Each Committee selects its own officers (Code
1957, Art. 43, sec. U).

Drug Abuse Advisory Council: Members are
appointed by the governing body of the county in
the manner it deems appropriate (Code 1957,
Art. 43B, sec. 3A).

Community Action Committee: Members are
appointed by resolution of the governing body of
the County.

Board of Education: Members are appointed by
the Governor for five-year terms. In Allegany,
Charles, Garrett, Montgomery, Prince George's,
Somerset, and Washington counties members are
elected by the voters of the county for four-year
terms, and in Carroll, Howard, and Kent
counties voters elect members for six-year terms.
In Anne Arundel County the Board includes a
student member selected for a one-year term by
the Chesapeake Regional Association of Student
Councils of Anne Arundel County. In Baltimore
County the Board consists of ten members
appointed by the Governor with the advice and
consent of the Senate. Of these, eight represent
each of the legislative districts, one represents the
county at large, and one is a non-voting student
member. In Montgomery County the Board in-
cludes a student member, who serves for one year
and is elected by a procedure agreed on by the
county Board and the Montgomery County re-
gion of the Maryland Association of Student
Councils. In Prince George's County the Board
consists of nine members, each elected from a
separate school board district, and a student
member, elected by the Prince George's Regional
Association of Student Governments (Education
Article, secs. 3-101 through 3-1003).

Superintendent of Schools: Appointed by the
County Board of Education for a four-year term
