The Governor appointed this task force pursu-
ant to Resolution 19 of the 1979 General Assem-
bly. The Task Force is to study and evaluate the
system of collection, distributing, and making ac-
cessible various State and local government publi-
cations and reports.

Membership of the Task Force consists of the
Governor or his designee, one member of the
House of Delegates, one member of the Senate,
and one representative each from Division of Li-
brary Development and Services of the State De-
partment of Education, State Department of Leg-
islative Reference, State Law Library, Hall of
Records, McKeldin Library of the University of
Maryland, and Enoch Pratt Free Library. At
least four members of the general public who are
concerned with the quality of library services
serve on the Task Force.

The Governor appointed this Commission in
1976 to undertake a complete study of the consti-

tutional, statutory, and common law provisions
concerning domestic relations and to make appro-
priate recommendations for improvement in the
law. The Commission consists of members of the
General Assembly, the Judiciary, the Maryland
Bar, and other interested citizens.

The Commission made its first report to the
Governor in January 1978. It submitted proposed
legislation, Senate Bill 604, which with amend-
ments was enacted in the 1978 Session and be-
came Chapter 794, Acts of 1978. This legislation
appears in the Maryland Code as Subtitle 6A of
Article 3, Courts and Judicial Proceedings. It af-
fects the disposition of property upon divorce or
annulment.

The second major piece of legislation proposed
by the Commission was the subject of its second
Report, made to Governor Hughes in January
1980. This legislation, with amendments, was
enacted during the 1980 legislative session as Sen-
ate Bill 811, which became Chapter 575, Acts of
1980. This law affects the respective alimony
rights and obligations of spouses.

The Commission is continuing its work.

DRIVER

The Governor appointed this task force in 1980
to develop broad-based countermeasures to more
effectively deal with the problems associated with
drivers who operate motor vehicles either while
intoxicated or while their abilities are impaired by
alcohol. The Task Force is to recommend means
to enhance the State's ability to identify the
drinking driver, remove him from the road, at-
tempt to rehabilitate him, and then restore his
driving privileges when rehabilitation has been
successful. The Task Force is to examine fully the
utilization of the probation before judgment dis-
position to determine whether or not it would be
appropriate to record such a disposition on an in-
dividuals's driving record.
