TEACHERS' RETIREMENT AND
PENSION SYSTEMS

The Teachers' Retirement System was estab-
lished by Chapter 344, Acts of 1927. The Pension
System for Teachers of the State of Maryland was
established by Chapters 23 and 24, Acts of 1979,
for teachers employed on or after January 1,
1980. These systems are administered by a Board
of Trustees consisting of five members. Three
trustees serve as ex officio members, and the re-
maining two are elected by the membership of the
retirement and pension systems. The Board ad-
ministers the retirement allowances and benefits
for the teachers of the State and is responsible for
the proper investment and administration of
funds entrusted to its care. In addition to the
teachers in the Maryland public schools, faculty
members of the State colleges, the University of
Maryland, and Morgan State University are
members of the System (Code 1957, Art. 73B,
secs. 81-110, 140-154).

STATE POLICE RETIREMENT
SYSTEM

Ex officio members: Theodore E. Thornton, Sr.,
Secretary of Personnel; Louis L. Goldstein,
Comptroller of the Treasury; William S. James,
State Treasurer; Thomas V. Schmidt, Secretary,

The State Police Retirement System, estab-
lished by Chapter 349, Acts of 1949, is adminis-
tered by a Board of Trustees consisting of the Su-
perintendent of the Department of State Police,
the Comptroller of the Treasury, the State Trea-
surer, the Secretary of the Department of Budget
and Fiscal Planning, the Secretary of Personnel,
and two members appointed by the Board of
Public Works from the enforcement force of the
Department of State Police for terms of four
years. The Board administers the retirement sys-
tem and benefits for the State Police and is re-
sponsible for the proper investment and adminis-
tration of funds entrusted to its care (Code 1957,
Art. 88B, secs. 31, 37, 49-62).

The Maryland State Employees Deferred Com-
pensation Plan was established by Chapter 433,
Acts of 1974. The Board of Trustees was created
by Executive Order on August 15, 1974, and al-
tered by Chapter 818, Acts of 1980. The Board
consists of seven members, one of whom is desig-
nated chairperson by the Governor. The Secretary
of Personnel and the Secretary of Budget and Fis-
cal Planning serve as ex officio members. Two
members who represent State employees and
three members who represent the public are
appointed by the Governor for two-year terms.
