Eastern Shore Hospital Center, established by
Chapter 187, Acts of 1912, admitted its first pa-
tients in 1915. This hospital provides for the care
of mentally-ill patients who are residents of the
Eastern Shore except Cecil County. The facility is
licensed for 462 patients.

The Highland Health Psychiatric Unit pro-
vides public sector psychiatric treatment for resi-
dents of Baltimore City who historically have
been treated at Crownsville Hospital Center. Lo-
cated on the grounds of Baltimore City Hospi-
tals, this program was redirected in 1978 to pro-
vide treatment in close coordination with the
three local community mental health programs in
their designated area. It is presently licensed for
48 beds.

The Maryland Psychiatric Research Center,
established by Chapter 558, Acts of 1967, is lo-
cated on the grounds of Spring Grove Hospital
Center. The Center was completed in 1968, and is
operated by the University of Maryland under an
agreement with the Department.
The Center conducts a program of basic and
applied interdisciplinary research into mental ill-
ness. It also offers training in research for gradu-
ate and post-graduate students in psychiatry and
behavioral sciences (Code 1957, Art. 59, secs.
19C and 19D).

This Center provides intensive inpatient and
outpatient psychiatric care for children who are
seriously emotionally ill. The Institute formerly
consisted of the Esther Loring Richards Building,
opened in 1958, and the Jacob E. Finesinger
Building, opened in 1961, on the grounds of the
Rosewood Hospital Center. In 1973 the Institute
was moved to the former St. Peter's College in
West Baltimore. It is presently licensed for 80
residential patients, with a day treatment capacity
for 24 adolescents.

This Center provides treatment services for
children who are emotionally handicapped from
Montgomery and Frederick counties. The range
of available services include an intensive diagnos-
tic and treatment unit, residential treatment, and
day treatment.
The facility is currently licensed for 56 beds
(capacity 80); day treatment is provided for 50
children between the ages of 13 and 18 (day
treatment capacity 120). Educational services are
provided by the Montgomery County Depart-
ment of Education.
SPRINGFIELD HOSPITAL CENTER

Springfield Hospital Center, established by
Chapter 231, Acts of 1894, opened for patients in
1896. The hospital admits mentally-ill patients
from Baltimore City and from Carroll, Frederick,
Garrett, Howard, and Montgomery counties. The
facility is licensed for 1,650 patients.
