The Advisory Commission on Energy Utiliza-
tion in Buildings was established in 1978 to make
recommendations to the Secretary of Economic
and Community Development regarding the pro-
mulgation of statewide energy utilization guide-
lines and their application (Chapter 332, Acts of
1978). The Commission is composed of fifteen
members appointed by the Secretary who serve
without compensation. Commission members rep-
resent the building code enforcement agencies, ar-
chitectural and engineering professions, public
utilities, the commercial construction industry,
legislative bodies of local government, and the
general public.

ADVISORY COMMISSION ON
INDUSTRIALIZED BUILDING
AND MOBILE HOMES

The Advisory Commission on Industrialized
Building and Mobile Homes was created by
Chapter 662, Acts of 1971, to make recommenda-
tions to the Secretary of the Department of Eco-
nomic and Community Development concerning
the promulgation and enforcement of rules and
regulations prescribing standards for industrial-
ized building units and mobile homes. The same
Act provided for the inspection of the manufac-
turing facilities and the assemblies being pro-
duced. The Commission consists of fifteen mem-
bers appointed by the Secretary of the Depart-
ment of Economic and Community Development
who serve at his pleasure. Members serve three-
year terms. Those included on the Commission
consist of representatives of industries and profes-
sions involved in the development and construc-
tion of industrialized buildings and mobile homes,
persons selected from building code enforcement
agencies, architectural and engineering associa-
tions, building construction trades, the contract-
ing and manufacturing industry, legislative bodies
of local government, the financial industry, and
the general public. The Commission submits an
annual report to the Secretary and the General
Assembly regarding rules, regulations, and pro-

grams relating to the Industrialized Building and
Mobile Homes Acts of 1971. The HUD Mobile
Standard, which became effective on June 15,
1976, supersedes the Maryland standard for mo-
bile homes, but the Commission may still make
recommendations. Such recommendations are
submitted to HUD for consideration (Code 1957,
Art. 41, secs. 266EE 1-4, 7, 8).

MARYLAND HOUSING FUND

The Maryland Housing Fund was established
by Chapter 669, Acts of 1971. Its primary objec-
tive is is to assist State citizens of all income lev-
els to acquire safe, decent, and sanitary housing.
The Fund aims to stimulate home ownership
through innovative mortgage insurance programs,
which insure qualified lending institutions against
loses.

Other aims of Fund programs are to encourage
the construction and rehabilitation of multi-fami-
ly rental housing and cooperative housing, and
the purchase and rehabilitation of existing houses.

The Fund, operated through many State lend-
ing institutions, has as its reserves £42,000,000 in
State general obligation bonds (Code 1957, Art.
41, sec. 257K).

DIVISION OF PUBLIC AFFAIRS

The Division of Public Affairs was created in
July 1974 to expand the Department's liaison
with representatives of the general, industrial, and
other news media and with public relations per-
sonnel of business and industry and other groups
located in Maryland. The Division's primary ob-
jective is to create a better public understanding
of Department programs. It strives to accomplish
this by disseminating information to representa-
tives of the news media and through publication
of Maryland Magazine, and the production of
various other Departmental publications, includ-
ing the Directory of Maryland Manufacturers (bi-
ennially, even years), and the Directory of Science
Resources for Maryland
(biennially, odd years).
