and enlarged by Chapter 635, Acts of 1974, is
composed of seven members appointed by the
Governor with the advice and consent of the Sen-
ate for five-year terms. Each appointment is made
from a list of at least three names for each vacan-
cy submitted to the Governor by the Secretary of
Agriculture. Five of the members are veterinarians
who are licensed and registered and engaged in
active practice. Of these five, two must have their
practices predominantly for large animals. Two
members of the Board must not be veterinarians.

The Board passes upon the qualifications of
candidates for licenses to practice veterinary med-
icine in the State and examines such persons. It
may conduct hearings and pass upon complaints
of illegal or unethical practices or sanitation re-
quirements and may institute proceedings in the
courts against those engaged in illegal practices
(Code Agriculture Article, secs. 2-301 through
2-313).

The Wholesome Meat Advisory Council was
established pursuant to the Maryland Wholesome
Meat Act (Chapter 618, Acts of 1968). It was
originally created for a period of three years to
provide broadened representation in policy deter-
minations with regard to meat inspection in the
State, but its existence was extended indefinitely
by Chapter 66, Acts of 1971. All members are
appointed by the Governor from representatives
of the Department of Health and Mental Hy-
giene, the Baltimore City Health Department, the
Maryland Farm Bureau, the Maryland Agricul-
tural Commission, the Consumer Protection Divi-
sion of the Office of the Attorney General of
Maryland, the Maryland Frozen Food Locker
Association, Inc., and four from the slaughtering
and processing industry. One ex officio member is
designated by the Secretary of Agriculture. The
Council advises the Secretary on adopting rules
and regulations relating to meat inspection and
the establishment of protection standards (Code
Agriculture Article, sec. 4-105).
