Property Tax Assessment Appeal Boards:
Consists of three regular members and one al-
ternate member appointed by the Governor
from a list of three persons for each vacancy
submitted to the Governor by the Mayor of
Baltimore City, the County Commissioners or
County Council, or if the county's charter
provides for a County Executive, the County
Executive with Council approval. Members and
alternates are appointed to terms of five years.
The Governor designates the chairperson. Chap-
ter 784, Acts of 1973, abolished the former
Appeals Tax Courts in the charter counties
(Code 1957, Art. 81, sec. 248).
Board of Supervisors of Elections: Consists of three
members, one of whom must be a minority party
member, and two substitute members (except in
Prince George's County where there are three
substitute members) appointed by the Governor
with the consent of the Senate for two-year terms
(Code 1957, Art. 33, sec. 2-l(a) and (b)). In Car-
oline, Dorchester, and Kent counties the mem-
bers are appointed with the advice and consent of
the House of Delegates if there is no resident
Senator for those counties (Code 1957, Art. 33,
sec. 2-l(e)).
Permanent Board of Registry: One member
appointed by the majority members of the Board
of Supervisors of Elections and one member
appointed by the minority member of the Board
of Supervisors of Elections (Code 1957, Art. 33,
sec. 3-10).
Director of Civil Defense: Appointed by the Gov-
ernor for an indefinite term (Code 1957, Art.
16A, sec. 7).
Deputy Medical Examiner: Appointed by the
Commission of Post-Mortem Examiners for an
indefinite term (Code 1957, Art. 22, sec. 3).
Health Officers: Appointed for an indefinite term
by the governing body of the county with the ap-
proval of the State Department of Health and
Mental Hygiene. The governing body of the
county serves ex officio as the local board of
health (Code 1957, Art. 43, sees. 45-53).
Physical Fitness Commissions: Appointed by the
Governor upon the recommendation of the Sec-
retary of Health and Mental Hygiene for indefi-
nite terms. The Commission is composed of fif-
teen to twenty-five members in each county and
Baltimore City. The Secretary of Health and
Mental Hygiene designates the chairperson of
each Commission (Code 1957, Art. 41, sec.
344). |
Citizens Nursing Home Boards: Consists of ten
members appointed by the governing body of the
county for three-year terms. One member must
represent the governing body of the county. The
Board selects its own chairperson (Code 1957,
Art. 43, sec. 566A).
Mental Health Advisory Committees: Appointed
by the governing body of the county. Each Com-
mittee consists of one representative from the
county governing body, the school board, the so-
cial services board, practicing physicians, other
mental health professionals, the clergy, the legal
profession, the mental health association, a past
or present mental health care recipient, a relative
of a mental health care recipient, and at least
three persons representing the community.
Members serve for three-year terms. Each Com-
mittee selects its own officers (Code 1957, Art.
43, sec. IJ).
Community Action Committees: Appointed by res-
olution of the governing body of the County.
Boards of Education: Appointed by the Governor
for five-year terms. In Allegany, Charles, Mont-
gomery, Prince George's, Somerset, and Washing-
ton counties members are elected by the voters of
the county for four-year terms, and in Carroll,
Howard, and Kent counties county voters elect
members for six-year terms. In Anne Arundel
County the Board includes a student member se-
lected for a one-year term by the Chesapeake Re-
gional Association of Student Councils of Anne
Arundel County. In Baltimore County the Board
consists of nine members, appointed by the Gov-
ernor with the advice and consent of the Senate,
of whom eight represent each of the legislative
districts and one represents the county at large.
In Montgomery County the Board includes a stu-
dent member, who serves for one year and is
elected by a procedure agreed on by the county
Board and the Montgomery County region of the
Maryland Association of Student Councils. In
Prince George's County the Board consists of
nine members, each elected from a separate
school board district, and a student member,
elected by the Prince George's Regional Associa-
tion of Student Governments (Education Article,
sees. 3-101 through 3-1003).
Superintendent of Schools: Appointed by the
County Board of Education for a four-year term
with the approval of the State Superintendent of
Schools (Education Article, sec. 4-201).
Community College Board of Trustees: Consists of
seven members appointed by the Governor, with
the advice and consent of the Senate, for six-year |
