GOVERNOR'S SALARY COMMISSION

The creation of the Governor's Salary Com-
mission was proposed as a Constitutional
Amendment by Chapter 543, Acts of 1976. As
ratified by the voters at the general election of
November 1976, the Commission consists of
seven members. These include the State Treasur-
er and three appointments made by the Presi-
dent of the Senate and three by the Speaker of
the House of Delegates. All members serve four-
year terms. The Commission selects its own
chairperson.
The Commission recommends to the General
Assembly the salaries of the Governor and the
Lieutenant Governor. This is presented in the
form of a joint resolution and must be done no
later than the fifteenth day of the regular ses-
sion in 1978 and every fourth year thereafter.
The General Assembly may endorse or reduce
the Commission's recommendations, but may
not increase the salaries proposed. Failure to
adopt a joint resolution within fifty calendar
days following its introduction results in adop-
tion of the salaries recommended by the Com-
mission. Salaries recommended by the Commis-
sion and endorsed by the Legislature go into
effect at the beginning of the next term of the
Governor. A failure of the Commission to pro-
vide salary recommendations to the Legislature
results in no salary changes (Const. 1867, Art.
11, sees. IA, 21 and 21A).

The Office for the Coordination of Services to
the Handicapped was created in 1977 pursuant to
Chapter 946, Acts of 1977. The Director is
appointed by and serves at the pleasure of the
Governor.
The Office for the Coordination of Services to
the Handicapped identifies, analyzes, and
evaluates all programs and services for handi-
capped citizens in the State; systematically
collects information to identify needs and gaps in
services and programs; coordinates and supports
public and private agencies, departments, and
organizations that provide services and programs
to the handicapped; and provides an information
and referral service for such services and
programs. It identifies barriers to the delivery of
adequate services and recommends corrective
procedures; and identifies and recommends to the
State and local agencies sources of State and fed-
eral funds available for expanding services and
programs. In addition, it submits an annual re-
port to the Governor, which sets forth the status
of services and programs for the handicapped
with recommendations for the improvement of
service delivery; meets with and provides techni-
cal assistance to the State Advisory Council on at
least a quarterly basis; and promotes and
encourages the development of local or regional
offices to coordinate services to the handicapped.
The State Advisory Council for the Coordina-
tion of Services to the Handicapped consists of
nineteen members appointed by the Governor.
The Council includes two members from the
State Department of Education, one of whom is
from the Division of Vocational Rehabilitation,
the other from the Division of Special Education;
one member from the Department of Health and
Mental Hygiene, selected from a pertinent area
agency such as Juvenile Services, Mental Health,
Mental Retardation, Medical Care Programs, or
Drug Abuse Administrations; one member each
from the Department of Human Resources,
