County Seat: Ellicott City 21043
Area: 251 sq. miles
Origin and Name of the County:
Named for John Eager Howard, soldier
and statesman. The County was created in
1851 by Article VIII, Section 1 of the Con-
stitution of that year. However, the area
which later became Howard County was set
up as Howard District of Anne Arundel
County by Chapter 22 of the Acts of 1838;
confirmed by Chapter 50, Acts of 1839 and
thereafter, until 1851, enjoyed the status of
a county except that it was not represented
in the General Assembly.

Executive Those boards appointed by the County Execu-
tive must be confirmed by the County Council,
108 Consists of 5 persons appointed by the former Board
of County Commissioners for 5-year terms. The Board is
composed of 3 Master Electricians, an architect and an
engineer (Ch. 754, Acts of 1968).

"110 Composed of 9 members, of whom the Chairman of the
Board of County Commissioners, the President of the Har-
ford Community College and the Chairman of the Board
of Education for Harford County serve ex officio. The 6
remaining directors are appointed by the County Com-
missioners for the initial terms. As these expire, the di-
rectors will be elected by a majority vote of the Founda-
tion for 3-year terms (Ch, 493, Acts of 1969).
