Maryland's Equal Rights Amendment, Ar-
ticle 46 of the Maryland Declaration of
Rights. The Commission suggests, drafts,
and promotes legislation and procedural
changes which carry forth the spirit and
intent of the Equal Rights Amendment.

The Governor appointed this Committee
in 1971 to establish a safety program for
State employees who drive State-owned and
privately-owned motor vehicles during their
performance of official State business.
Under this program, procedures have
been established to initiate accident review
boards in the various State Departments and
Agencies. These boards review all motor
vehicle accidents involving State employees
on official business, determine preventability,
responsible conditions and recommend cor-
rective action to be taken.
These actions have assisted in the reduc-
tion of accidents and the resultant costs.
Continuation of this program will be a factor
in making State drivers cognizant of their
driving responsibilities and further contrib-
ute to the safe operation of the State fleet.

The Governor originally appointed this
Commission in 1975 at the request of the
General Assembly. The Commission was
reconstituted in 1976 and consists of
representatives of the State Department of
Education, local government, the General
Assembly, private groups representing hand-
icapped citizens, and the Governor's staff.
The Commission is to consider the role of
the State and local governments in funding
the cost of medical or paramedical services
rendered to the handicapped and how that
role should be carried out. The Commission
is also to determine the role of State and
local governments in funding the cost of all
services to handicapped children in the State
hospitals and institutions. The Commission
is to report by January 1, 1977 (Res. No.
76, Acts of 1975).

The Governor's Committee to Promote
Employment of the Handicapped was es-
tablished by the Governor in 1947 in re-
sponse to a request by the President of the
United States. The Governor appoints the
chairman and committee members, and all
serve without compensation. Committee
funds are used for the salaries of the Execu-
tive Secretary, a clerk-typist, promotional
materials, stationery and printing, postage,
