The Governor's Youth Advisory Council
was created within the Department of Hu-
man Resources by Executive Order in 1971.
The Governor's Youth Advisory Council
is charged with communicating to the Gov-
ernor, the Legislature and the citizenry of
the State, the concerns of Maryland youth
on matters involving State programs, poli-
cies and legislation which affect the young
people of the State.
The Delegates to the Council comprise
one-hundred and fifteen members between
the ages of thirteen and twenty-two, all
chosen from diverse backgrounds. One hun-
dred were chosen at random by utilizing a
formula which insures equitable distribution
by age, race, sex and geography. Fifteen
were selected by direct appointment of the
Governor.

The State Manpower Planning Office was
created by Executive Order on July 1, 1976,
as an agency of the State Department of
Human Resources to administer appropriate
sections of the Comprehensive Employment
and Training Act of 1973 (CETA), Public
Law 93-203, Federal legislation which re-
placed in principle the expired Manpower
Development and Training Act (MDTA),
the Economic Opportunity Act (EOA), the
Emergency Employment Act (EEA), and
the Cooperative Area Manpower Planning
System (CAMPS).
The Comprehensive Employment and
Training Act provides funds directly to
eligible units of government to implement
manpower programs. An eligible unit of
government under CETA is known as a
prime sponsor. The Comprehensive Em-
ployment and Training Act was created to
serve the unemployed, underemployed, and
economically disadvantaged segment of the
general workforce. Manpower plans consist
of the following programs: adult and youth
work experience, vocational classroom train-
ing in demand occupational areas, public
service employment, summer youth employ-
ment, on-the-job training in the private and
public sectors and supportive client services,
e.g. outreach and intake, client assessment
and job counseling, job development and
job matching. State government is the prime
sponsor for the counties of the Eastern
Shore and Southern Maryland. All other
areas of the State fall under the jurisdiction
of local county or city governments. The
State Manpower Planning Office has the re-
sponsibility for meeting all Federal grant
application requirements for CETA and for
implementing all plans at the local level.
As part of the Federal grant requirements,
the State Manpower Planning Office pro-
vides staff support for the State Manpower
Planning Council, appointed by the Gov-
ernor and convened to review and make
recommendations on manpower plans de-
veloped with CETA funds for the Eastern
Shore and Southern Maryland counties. The
Chairman of the State Manpower Planning
Council has been appointed by the Gov-
ernor and acts on his behalf in all matters
relevant to State prime sponsorship.
