326 MARYLAND MANUAL
The Governor originally appointed the State Planning Council in
1971 to carry out the provisions of the Federal Developmental Disabil-
ities Services and Facilities Construction Act as amended by the De-
velopmental Disabilities Services and Facilities Construction Amend-
ments of 1970. He reconstituted this Council in 1973 in order for the
State to qualify for certain Federal grants to finance services and fa-
cilities for the mentally retarded and persons with other developmental
disabilities, and for mental health centers. The Council membership
consists of at least one third parent-consumers and two thirds profes-
sional. Members will serve at the pleasure of the Governor.

The Governor appointed this special Commission in 1970 at the re-
quest of the General Assembly to study ways of improving negotia-
tions between non-professional public school employees and the State
and local governments. The Commission consists of seventeen mem-
bers including members of the General Assembly, the Secretary of
Personnel, the President of the Baltimore Teachers Union, representa-
tives of local school systems, various colleges in the State, the Mary-
land State Teachers Association and others. The Commission is
continuing its studies and has heard extensive testimony from repre-
sentatives from boards of education and organizations representing
teachers and non-certificated public school employees expressing their
views concerning tentative legislative proposals being studied by the
Commission (Res. No. 39, Acts of 1970).

The Governor appointed this special Committee in 1969 to screen all
State-published brochures for any possible racial slurs. The Committee
has issued a directive to all State agencies requiring each to submit all
non-technical brochures and pamphlets to it prior to printing.
