198 MARYLAND MANUAL
created the present Division by Chapter 938, Acts of 1946, as the
Department of Labor and Industry. It adopted its present name by
Chapter 402, Acts of 1970.
Under the direction of a Commissioner appointed by the Secretary
of Licensing and Regulation with the approval of the Governor, and
holding office at the pleasure of the Secretary, the Division enforces
laws and regulations affecting workers and employers and promotes
harmony between industry and labor through mediation and arbitra-
tion of labor disputes and the holding of consent collective bargaining
elections. In addition to offering the services of Apprenticeship and
Training, the Division is responsible for the enforcement of the
following laws: Registration of Workshops and Factories (Code
1957, 1971 Repl. Vol., Art. 27, sec. 324-333); Boiler and Pressure
Vessel Safety (Code 1957, 1971 Repl. Vol., Art. 48, sees. 167-180);
Fee Charging Enforcement Agencies (Code 1957, 1972 Repl. Vol.,
Art. 56. sees. 161-170); Arbitration of Labor Disputes (Code 1957,
1969 Repl. Vol., Art. 89, sees. 3-13); Hours of Labor, Workshops,
Factories, etc. (Code 1957, 1969 Repl. Vol., Art. 89, sec. 25 and 26);
Occupational Safety and Health (Code 1957, 1969 Repl. Vol., Art. 89,
sees. 28-29A); Apprenticeship and Training (Code 1957, 1969 Repl.
Vol., Art. 89, sees. 50-57); Employment of Minors-Hours of Work in
Factories (Code 1957, 1967 Repl. Vol., Art. 100, sees. 1-55); Equal
Pay for Equal Work (Code 1957, 1967 Repl. Vol., Art. 100, sees
55A-55H); Wage and Hour Law (Code 1957, 1967 Repl. Vol., Art.
100, sees. 81-94); and Contracts for Public Works (Code 1957, 1967
Repl. Vol., Art. 100, sees. 96-107).

The Apprenticeship and Training Council, created by Chapter 671,
Acts of 1966, consists of seven members, six of whom are appointed
by the Governor with the advice of the Secretary of Licensing and
Regulation and with the advice and consent of the Senate. The
seventh member is the Commissioner of Labor and Industry who
serves ex officio and who votes only in case of a tie vote. Of the six
appointive members, three are representatives of employee organiza-
tions, and three are representatives of employers. The Council encour-
ages the development of an apprenticeship and training system
through the voluntary cooperation of management and labor and
interested State agencies and in cooperation with other States and
the Federal government, formulates policies for the overall appren-
ticeship program, formulates and adopts standards of apprenticeship
which safeguard the welfare of apprentices, registers apprentices
under approved apprenticeship agreements and issues certificates of
completion to apprentices who are registered with the Council and
who have successfully completed their apprenticeship, provides guid-
