Ellis, Assistant Secretary for Resources Management Tawes State Office Building, Annapolis 21401 Telephone: 267-1230 The Department of Natural Resources was created by Chapter 154, Acts of 1969 to replace the Board of Natural Resources which had been originally established by Chapter 609, Acts of 1941. The Department was reorganized under Chapter 348, Acts of 1972. The head of the De- partment is the Secretary of Natural Resources who is appointed by the Governor by and with the advice and consent of the Senate. The Secretary serves at the pleasure of the Governor and is directly re- sponsible to him. He advises and counsels the Governor on all matters assigned to the Department of Natural Resources, and is also respon- sible for carrying out the Governor's policies in the areas of natural resources research and development, management and administration. He appoints, with the approval of the Governor, a Deputy Secretary who serves at the pleasure of the Secretary. The Department of Natural Resources consists of the following agen- cies: Fisheries Administration, Wildlife Administration, Maryland Park Service, Maryland Forest Service, Natural Resources Police Force, Power Plant Siting Program, Maryland Environmental Service, Water Resources Administration, Maryland Geological Survey, Mary- land Geological Survey Commission, the Bureau of Mines, the Mine Examining Board, the Maryland Commission on Mining Laws, the Land Reclamation Committee, the Maryland membership unit of the Interstate Oil Compact Commission, the Upper Potomac River Com- mission, the Maryland Environmental Trust, the Maryland Environ- mental Service, the Maryland membership unit of the Interstate Com- mission on the Potomac River Basin, the Maryland membership unit of the Susquehanna River Basin Commission, the Maryland member- ship unit of the Atlantic States Marine Fisheries Commission, the Maryland membership unit of the Potomac River Basin Advisory Com- mittee, the Maryland membership unit of the Potomac River Fisheries Commission, the Scenic Rivers Review Board, the Maryland State Board of Well Drillers, and such other departments, agencies, advisory commissions, boards, committees, councils or units as may hereafter by law be declared to be part of the Department of Natural Resources. The Secretary of Natural Resources is responsible for the coordina- tion and direction of comprehensive planning in the area of natural resources. He has the power to approve, disapprove, or modify any plan, proposal, project or program of the departments and other agen- cies or units within the jurisdiction of the Department of Natural Re- sources. He is responsible for promulgating rules and regulations for his office and has revisory power over the activities, rules and regula- tions for all the departments and other agencies within the Depart- ment of Natural Resources (Natural Resources Article, Sees. 1-101 to 1-104).
