be conducted in secret or executive session. This was the first time
that the Executive Nominations Committee had sat in session open
to the public.
A majority of all Senators (22 of 43) had to vote affirmatively to
confirm each judge for his ten-year term. These judges are the only
ones in Maryland not required to stand for election.
After three days of interviewing each prospective judge, the com-
mittee approved all thirty-eight nominees and the Senate reconvened
on July 2, 1971 and voted for all the candidates.
