labor minorities, the general public and representatives of state and
local government. The primary duty of the Committee is to review
all manner of legislation or official decisions which are made effecting
the execution of the apprenticeship system. The Committee is also
to promote opportunities for employment to youths as apprentices,
act as consultants and advisors to all groups concerning apprentice-
ship, advise and assist in problem areas where resistance to equal
opportunity practices is strong or determined, encourage the setting
up of formal apprenticeship programs, and study ways and means of
encouraging and accelerating apprenticeship job opportunities. Officers
serve for one year terms and appoint the Director.
ASSATEAGUE ISLAND STUDY COMMITTEE

The Governor appointed this special committee in 1971 at the request
of the General Assembly to study the advisability of selling Mary-
land's portion of Assateague Island to the Federal government. The
Committee consists of representatives of the State Planning Depart-
ment, the Department of Natural Resources, the Department of Health
and Mental Hygiene, and members of the Senate and the House of
Delegates. The Committee is to review the arguments in favor of and
against the nature and scope of the State's investment as well as
whether the island should return to its present relatively undeveloped
condition or be intensively developed. The Committee is to report to
the Board of Public Works and the Legislative Council at a later date
(S. J. R. No. 3, 1971).

Maryland's banking laws to determine whether the public is receiving
adequate service and protection from State-chartered financial institu-
tions. The Commission consists of representatives of the general pub-
lic, the banking industry, the business community, the State Bank
Commissioner, the Deputy State Bank Commissioner, and the Speaker
of the House of Delegates. The Commission is to report at a later date.
