The State Administrative Board of Election Laws, created by
Chapter 556, Acts of IMS, exercises supervision over the conduct of
elections in the State.
The Board consists of five members appointed by the Governor by
and with the advice and consent of the Senate for four year terms.
Three members must be of the same political party as the Governor,
while two members represent the party which received the second
greatest number of votes in the most recent gubernatorial election.
The Board selects its own officers.
The Governor also appoints the State Administrator of Election
Laws for a six-year term.
The Board assumed all powers and duties formerly vested in the
Secretary of State with regards to elections. It adopts rules and regu-
lations to assist the local Boards of Supervisors of Elections with
regards to elections, voting, and voter registration. The Board is to
keep election records and make an annual report to the General
Assembly (Code 1957, 1971 Repl. Vol., Art. 33, Bees. 1A-I, 18-1, 18-2).
BOARD OF STATE CANVASSERS
Reginald A. Asplen, Chairman of the State Administrative Board
of Election Laws; Louis L. Goldstein, Comptroller of the Treas-
ury; John A. Luetkemeyer, State Treasurer; James H. Norris, Jr.,
Clerk of the Court of Appeals; Francis B. Burch, Attorney
General.
140 Main Street, Annapolis 21401 Telephone: 267-5711
The Board of State Canvassers, originally created by Chapter 202,
Acts of 1896, had its membership expanded by Chapter 739, Acts of
1957. Its membership was reconstituted by Chapter 555, Acts of 1&69.
It meets thirty days after any State election to tabulate the votes
cast for each candidate from the certified statements of votes made
by the city and county boards of canvassers. The Board declares who
is elected and delivers a certificate of election to the Administrative
Board. It issues the proclamation of election, keeps the records of the
Board, and delivers a copy to the Governor who issues a commission
to the persons elected (Code 1957, 1971 Repl. Vol., Art. S3, sees.
18-1,18-2).
