MARYLAND MANUAL 123 By Chapter 72, Acts of 1964, the General Assembly reorganized the Board of Natural Resources and clarified its power and duties. The present Board is a successor to the Board of Natural Resources created in 1941. The Board consists of eight members appointed by the Gov- ernor and nine ex officio and departmental members. The appointed members include the Chairman, who serves at the pleasure of the Governor, and seven members appointed for four-year terms from seven geographic areas of the State. The members appointed geo- graphically are confirmed by the Senate. The Board is primarily a review board and a planning agency which is "responsible for coordinating all the natural resources activities of the State". The Board is authorized and directed to "review programs and plans and keep account of the long-term objectives of each of the departments, agencies, and institutions represented on the Board" and to "recommend to the Governor and the General Assembly coordinated policies, plans and procedures for the conservation and use of the State's natural resources". The Board distributes navigation charts, books, pamphlets, slides, maps and other material relating to the natural resources of the State. An Annual Report summarizes the deliberations and conclusions of the Board and describes the programs and activities of the agencies associated with the Board (Code 1967, 1965 Supp., Art. 66C, sees. 1-5). Digges, Special Assistant Attorney General State Office Building, Annapolis 21404 Telephone: 268-3371 The Department of Chesapeake Bay Affairs, established by Chapter 82, Acts of 1964, superseded the Department of Tidewater Fisheries, created by Chapter 508, Acts of 1941. The new Department assumed the responsibilities of the former Department for the conservation and development and management of the natural resources of the Chesapeake Bay and its tributaries. In addition, to keep abreast of changing conditions in the growing State, several new responsibilities were added. These include water-oriented recreation development, shore erosion control, waterways improvement and maintenance, and the issuing of permits for the mineral exploration and exploitation of the Chesapeake Bay bottoms. The Commission consists of five members appointed by the Governor by and with the advice and consent of the Senate for four-year terms. The Chairman serves at the pleasure of the Governor. Of the remain- ing four members, two must reside on the Eastern Shore, two repre- sent the Western Shore, and one must reside in either Charles, Calvert, or St. Mary's counties. |
