the Department, and before such certificates are issued, to pass a
physical examination given by the physicians of the Department (Code
1957, Art. 100, sees. 4-61). The Department cooperates with the Fed-
eral government in the enforcement of the Walsh-Healy Act by issuing
employment certificates for minors subject to the child labor provisions
of the Fair Labor Standards Act. In addition, the agency inspects all
boilers in the State and enforces the Steam Boiler Inspection Law.

Division of Industrial Safety

The Division makes necessary regulations to promote industrial
safety in the manufacturing plants of the State. It makes periodic
inspections of the various industrial establishments' and may require
any industry under the jurisdiction of the Industrial Safety Act to
correct any unsafe condition or practice (Code 1957, Art. 89, sees.
28-48).

Board of Boiler Rules

Emil Fernes, Boiler Insurance and Inspection Companies,
1962

The Board of Boiler Rules, established in 1920, is composed of three
members, two of whom are appointed by the Governor for a term of
four years; the third member is the Commissioner of Labor and
Industry. Of the appointed members of the Board, one must be a repre-
sentative of the owners and users of boilers in the State and one a
representative of a boiler insurance and inspection company licensed
to do business in this State. The Board formulates regulations govern-
ing the construction, installation, and maintenance of boilers of over
fifteen pounds to a square inch for sale or use in Maryland and
enforces such regulations (Code 1957, Art. 48, sees. 167-80; Acts, 1959,
chap. 569).
