The Maryland Civil Defense Agency was established by the Mary-
land Civil Defense Act of 1949. The Director of the Agency is ap-
pointed by the Governor. The Agency prepares for, and, in the
event of enemy attack or natural disaster, will carry out, emergency
functions other than those for which military forces are primarily
responsible, and will minimize and repair injury and damage result-
ing from any such disaster. The Agency also cooperates with the
Federal government, the governments of other states, and local
political subdivisions of this State in organizing and coordinating
civil defense plans. It represents the State in the procurement of
supplies and equipment for civil defense purposes under the Federal
matching funds and surplus property programs. The Director is
responsible to the Governor for the coordination of the State's dis-
aster operations in the event of the declaration of a "major disaster"
within Maryland under the provisions of P.L. 875, 81st Congress, as
amended (Code 1951, Art. 41, secs. 203-214; Art. 75C, sec. 6A).
The Civil Defense Advisory Council is appointed by the Governor
and its members serve without compensation. The Council advises
the Governor and the Director of the Civil Defense Agency in civil
defense matters.

The Department of State Police, established in 1935, is directed by
the Superintendent, who is appointed by the Governor for a four-
year term. The Maryland State Police enforce the criminal and
motor vehicle laws of the State. They have jurisdiction in all parts
of the State, except within the limits of any incorporated municipal-
ity which maintains a police force; and they have jurisdiction within
such limits (1) when in pursuit of an offender or suspected offender,
(2) in search of an offender or suspect wanted for a crime com-
mitted in another jurisdiction, (3) when seeking to interview a witness
