the second Wednesday in January ensuing his election. The Secretary
of State is appointed by the Governor, with the consent of the Senate,
to hold office during the term of the Governor; all other employees are
appointed by the Governor to hold office during his pleasure.

Under the State Reorganization Law, which became operative Jan-
