COMMISSION FOB SURVEY OF NEEDS AND EXISTING
FACILITIES FOR CARE OF INSANE.
By Joint Resolution 4 of the Legislature, 1937, the Governor was
authorized and directed to appoint a Commission of nine qualified
and representative citizens of Maryland, not more than. four of whom
were to be members of the medical profession and at least two of
whom should reside in the Counties, to make a thorough and compre-
hensive survey of the needs and existing facilities for the care and
treatment of the insane and mentally defective persons living in Mary-
land, this investigation to be made without any expense upon the
State of Maryland, and to report at the regular 1939 session. The

Joint Resolution No. I of the Special Session, of the Legislature,
