SEC. 2. And be it enacted, That at the annual election in
October, eighteen hundred and thirty-nine, two commissioners
possessing the qualifications required in the first section of
this act, and residents of the third commissioners' district,
shall be elected by the qualified voters of Somerset county, in
the same manner as the delegates to the general assembly are by
{aw directed to be elected, and shall be certified and returned,
and the certificates and return shall be recorded, as required
in the first section of this act, to supply the places of the com-
