SEC. 3. And be it enacted, That every inspector of flour ap-

pointed under this act, or the act to which this is a supplement,

 

shall, on his appointment, and before he proceeds to act, or con-

 

tinues to act as such, make oath or affirmation, as the case may

 

be, before the mayor of Baltimore, or the mayor of the city of

 

Frederick: that without fear, favour or affection, malice, par-

 

tiality or respect of persons, he will diligently and carefully

 

view, examine and inspect all flour brought within the said

 

Baltimore and Frederick flour inspection districts, which he

 

shall be called upon to view, examine and inspect, to the best

 

of his skill, knowledge and ability, and according to the stand-

 

ard established for the time being in the said district, and that

 

no flour shall be passed or branded by him without his viewing

 

or examining the same ; that he will not brand or cause to be

 

branded as merchantable, any cask or casks of flour, that do not

 

appear to the best of his skill, to be sufficiently clean, sweet and

 

merchantable, and that he wilj pass and brand all such cask or

 

casks of flour as shall appear to him clean, sweet and merchant-

 

able, according to the standard established, to the best of his

 

skill and knowledge, and according to the rules and regulations

 

in that behalf existing in said inspection district.

Penalty for

SEC. 4. And be it enacted, That a penalty of fifty dollars is

neglect.

imposed upon the general inspector, upon non-compliance with

 

the requisitions of this act, to be recovered by action of qui

 

tarn, one-half to the use of the informer, and the other to tha

 

use of the state.

Appoint 2

SEC. 1. Be it enacted, by the General Assembly of Maryland,

inspectors.

That the governor, by and with the advice and consent of the

 

senate, be, and he is hereby authorized to appoint two inspec-

 

tors of hay and straw for the city of Baltimore.

. SEC. 2. And be it enacted, That it shall be the duty of the
