The Governor appoints seven members of this Board at least two of
whom shall not reside in Baltimore City and not more than four of
whom shall be eligible to reappointment to succeed themselves on the
next Board The term of office is two years from the first Monday in
May (Chapter 549, 1904 )

This Board investigates all applications of charitable and educa-
tional institutions for State aid, and makes recommendation to the
General Assembly of those worthy to receive this aid

The State Lunacy Commission has supervision over all institutions,
public, corporate or private, in which insane persons are detained
The Secretary of the Commission or one member thereof, is re
quired at least once every six months to visit all institutions in the
State, including almshouses, jails, etc , where the insane are kept
This Commission makes an annual report to the Governor in the
month of December —
