Mr. Soper from the committee on Ways and Means, reported
favorably, a bill entitled, an Act to extend the provisions of
the Act of January session, 1865, chapter 126, for the relief of
certain parties indebted to the State by extending the time for
payment therein mentioned;

and by special order the third time, and passed by yeas and
