and they or a majority of them, shall have power
to pass all by-laws which they may deem necessa-
ry or proper, for exercising all the powers vested
in the Company hereby incorporated, and for car-


rying the objects of this Act into effect; provided,
only that such by-laws shall not be contrary to the
laws of the United States, or the laws of this State
or any of the provisions of this Act.

Proviso.

Sec. 6. And be it enacted, That the President
and Directors shall have power to lay off and con-
struct a Rail Road, not exceeding eighty feet in
width with one or more sets of tracks from the
city of Baltimore, to some point on the Pennsyl-
vania line striking the Pennsylvania line at a
point most eligible and direct between the cities of
Philadelphia and Baltimore east of the Susque-
hanna river and in its course through Harford
county, running its line within two miles of the
town of Bel Air, thence by the most practicable
route to or near Deer creek, at Priest Ford Bridge,
thence down said creek to the Susquehanna river,
crossing said river at or near Stafford Mills, in
Harford county, and are hereby authorized to form
a connection with any Road or Roads in the State
of Pennsylvania or in Maryland, on the eastern
side of the Susquehanna river, with whom the best
and most advantageous terms can be obtained,
they shall have all the power and privileges, and
be subject to all the restrictions and liabilities
hereinafter described, and they may take the route
which to them may seem most suitable and proper;

formity with the restrictions herein before men-
tioned in the Section provided.

Proviso.

Sec. 7. And be it enacted, That the President
and Directors of the said Company shall be and
they are hereby invested with all the rights and
powers necessary for the repairs of said Rail Road
and also, with power to decide on as many lateral
ways to run from the main stem of the Rail Road
hereby intended, at some suitable point or points
thereof to be by them determined, not exceeding
eighty feet wide, with as many sets of tracks as the
said President and Directors may deem necessary,
and they may cause to be made, or contract with
others for making said Rail Road, or any part of
