So it was resolved in the affirmative.
    ORDERED, That Mr. Baker, Mr. Key and Mr. Robins, be a committee to prepare and bring
in the same.
    The house took into consideration the order of the day, respecting the constitutionality of the
election of James Carroll, a delegate returned for Baltimore county, and after some time spent
therein, the following question was propounded to the house, to wit.  RESOLVED, That James Carroll,
a delegate returned for Baltimore county, was, at the time of the election, eligible as a member,
and is entitled to a seat in this house.  The previous question was called for and put, That the
said question be now put?  Determined in the negative.
    On motion, RESOLVED, That James Carroll, returned a member of this house for Baltimore
county, has resided one whole year next preceding the last election in Baltimore county, out of the
limits of Baltimore-town.
    RESOLVED, That James Carroll is competent to hold and entitled to his seat in this house.
    A petition from John Smith Brookes, of Prince-George's county, stating, that he is indebted to
the state, as security of Thomas Williams, late of Prince-George's county, deceased, and praying
further time for the payment of the principal sum, upon paying the interest annually, was preferred,
read, and referred to Mr. Baker, Mr. Duckett, Mr. Key, Mr. Handy and Mr. Jones, to consider
and report thereon.
    A petition from sundry inhabitants of Baltimore county, praying an act may pass appointing commissioners
to streighten and amend the great public road leading from Baltimore to Harford, and for
levying a sum of money for the purpose of erecting and completing a bridge over the falls of Gunpowder,
was preferred, read, and referred to Mr. Carroll, Mr. Worthington and Mr. Robins, to
consider and report thereon.
    On motion, the question was put, That this house will act upon no private business which shall
not be brought forward on or before Tuesday the sixth of December next? Determined in the negative.
    Mr. Brown, from the committee, brings in and delivers to the speaker a bill to allow further
time for collecting the balances due to Thomas O'Bryon, late sheriff and collector of Queen-Anne's
county, deceased, as amended; which was read the first and second time by especial order,
and passed.
    Mr. Brother, from the committee, brings in and delivers to the speaker a bill, entitled, An act
making valid the title of Matthew Ryan to several lots or parcels of land therein mentioned; which
was read the first time and ordered to lie on the table.
    Mr. Goldsborough, from the committee, brings in and delivers to the speaker a bill, entitled,
An act to extend the public road leading from Easton, in Talbot county, to Aker's ferry; which
was read the first time and ordered to lie on the table.
The house adjourns till to-morrow morning 9 o'clock.

T    U    E    S    D    A    Y,    November 29, 1796.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.
    Mr. Cellar, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of sundry inhabitants of Washington county,
praying an act might pass to enable the justices of the levy court of the said county to levy a sum of
money to purchase a piece of land, and erect a poor-house thereon for the reception of the poor in
said county, report, that they have taken the same into their consideration, and are of opinion that
the facts therein mentioned are truly stated, and that a law should pass empowering the justices of
the levy court to assess on the inhabitants of said county a sum of money for the purposes above
mentioned.  All which is submitted to the house.

Which was read.
    A petition from Sarah Brown, widow of John Brown, and others, praying an act may pass empowering
the guardian of Sarah, John and Thomas Brown, minors of the said John Brown, to
dispose of certain property lying in Baltimore-town, held by William Wilson, Matthew Maris and
the said John Brown, as tenants in common, was preferred, read, and referred to Mr. Sprigg, Mr.
Ridgely and Mr. McMechen, to consider and report thereon.
