14            VOTES and PROCEEDINGS, November, 1796.

    The clerk of the senate delivers a representation from Frederick Green, stating, that his expences
for eleven years past, as printer to the state, have greatly exceeded the salaries allowed him, and
praying compensation therefor, and also for an increase of his salary, endorsed; " By the senate, November
" 16, 1796:  Read and referred to the consideration of the house of delegates.
                                          " By order,                                              A.  VAN-HORN, clk."
    Which was read, and referred to Mr. Chapman, Mr. Carroll, Mr. Robins, Mr. Ridout and Mr.
Johnson, to consider and report thereon.
    A petition from William McCrea, of Frederick county, praying an act of insolvency, was
preferred, read, and referred to the committee on petitions of a similar nature.
    Mr. Robins, from the committee, brings in and delivers to Mr. Speaker a bill, entitled, An act
for recording the deed therein mentioned; which was read the first time and ordered to lie on the
table.
    A petition from sundry inhabitants of Worcester county, praying an act may pass to make a road
from George's Island Landing to intersect the main county road near Sandy Hill, was preferred, read,
and referred to Mr. Whittington, Mr. Corbin and Mr. Hopewell, to consider and report thereon.

The house adjourns till to-morrow morning 9 o'clock.

T    H    U    R    S    D    A    Y,    November 17, 1796.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.
    A petition from John Usher Charlton, of Frederick county, praying compensation for his services
as paymaster to the sixth Maryland regiment, was preferred, read, and referred to Mr. Beatty, Mr.
Quynn, junior, and Mr. Key, to consider and report thereon.
    Mr. Robert Smith, a delegate returned for Baltimore-town, appeared, and after qualifying in the
mode prescribed by the constitution and form of government, and taking the oath to support the constitution
of the United States, took his seat in the house.
    A petition from David Smith, register of wills for Cæcil county, stating, that from the advance
in the price of necessaries, and the depreciation of the currency, the emoluments of his office are
reduced to one half the value it formerly was, and praying the fees may be increase was preferred,
read, and referred to Mr. Key, Mr. Hollingsworth, Mr. Goldsborough, Mr. Baker and Mr. Corbin,
to consider and report thereon.
    A petition from Peregrine Briscoe, sheriff of Cæcil county, praying that the rate of tobacco fees
may be increased, was preferred, read, and referred to the committee on the petition of David
Smith.
    A petition from Valentine Brown, senior, of Anne-Arundel county, praying an act of insolvency,
was preferred, read, and referred to the committee appointed on petitions of a similar nature.
    A petitions from the members of the levy court of Cæcil county, praying an act may pass confirming
the proceedings of the levy court, and to enable them in future to levy a sufficient sum of
money, annually, for the support of the poor, was preferred, read, and referred to Mr. Hollingsworth,
Mr. Barroll and Mr. Wallace, to consider and report thereon.
    A petition from Louis Belville, of Baltimore-town, praying an act of insolvency, was preferred,
read, and referred to the committee appointed on petitions of a similar nature.
    A petition from Anne Dent and Theodore Dent, of Charles county, stating, that they lost a
quantity of tobacco from Pomonkey warehouse during the late war, and praying relief, was preferred,
read, and referred to Mr. Chapman, Mr. Baker, Mr. Digges, Mr. Neale and Mr. Duckett,
to consider and report thereon.
    On motion, Leave given to bring in a bill to erect a new bridge and amend the causeways leading
over Dividing creek between the counties of Worcester and Somerset.  ORDERED, That Mr.
Robins, Mr. Wilson, Mr. Corbin, Mr. ones and Mr. Wilkins, be a committee to prepare and
bring in the same.
    A petition from James Orrick, of Cæcil county, praying compensation for conveying public letters
and other papers, during his acting sheriff of Cæcil county, was preferred, read, and referred
to Mr. Miller, Mr. Barroll and Mr. Wallace, to consider and report thereon.
    On motion, Leave given to bring in a bill for the relief of insolvent debtors, and to repeal the
act of assembly therein mentioned.  ORDERED, That Mr. Barroll, Mr. Key, Mr. Smith, Mr.
Whittington and Mr. Robins, be a committee to prepare a bring in the same.
    Mr. Clarke, from the committee, brings in and delivers to Mr. Speaker the following report:
    THE committee to whom was referred the petition of sundry inhabitants of Allegany county,
praying that a law may pass for the more effectual collection of the county charges, have taken the
same into consideration, and are of opinion that the prayer thereof is founded in justice, and ought
to be granted, provided that no landed property granted to the officers and soldiers of this state shall
be affected thereby, unless the said lands shall have been sold or transferred by the said officers or
soldiers.  All which is submitted.

Which was read.
    On motion, Leave given to bring in an additional supplement to an act, entitled, An act relating
to public roads in this state, and to repeal the acts of assembly therein mentioned.  ORDERED, That
Mr. Jones, Mr. Robins, Mr. Baker, Mr. Wallace and Mr. Duckett, be a committee to prepare
and bring in the same.
