not containing sufficient certainty for an act of that importance.

subject, to which we request your attention.

The house met.
A petition from Sarah Turnbull, praying the treasurer
may be directed to pay her the surplus interest
on certificates paid into the treasury, was preferred, read, and referred
to Mr. Carroll, Mr.
Merryman, Mr. Ridgely, Mr. Worthington and Mr. J. C. Thomas, to consider
and report thereon.
Mr. Robins, from the committee, brings in and delivers
to the speaker a bill, entitled, An act to
appoint an agent for the year 1797; which was read the first time and ordered
to lie on the table.
Mr. S. Frazier, from the committee, brings in and
delivers to the speaker a bill, entitled, An act
to authorise and empower the levy court of Dorchester county to assess
and levy a sum of money for
the purpose therein mentioned; which was read the first time and ordered
to lie on the table.
Mr. Ridout, from the committee of expiring laws brings
in and delivers to the speaker the following
report:
THE committee of expiring laws of this state report,
that the following laws expire this
session, and submit the propriety of continuing them respectively until
the thirtieth day of January,
seventeen hundred and ninety-eight, subject to the operation of any laws
since made, and which repeal,
alter or change, the said laws, or any part of them. An act for the
more effectual punishment
of certain offenders, and for taking from them the benefit of clergy, passed
at April session, 1737.
An act for repairing the public roads in this province, passed at October
session, 1753. A supplementary
act to the act for repairing the public roads in this province, passed
at February session,
1756. An act for the amendment of the law, passed at November session,
1773. An act for the
relief of insolvent debtors, passed at March session, 1774. A
supplementary act to the act for the
amendment of a law, passed at October session, 1778. An act to declare
what foreign gold and
silver coin shall be deemed the current money of the state, passed at November
session, 1781. An
act concerning jurisdiction, passed at November session, 1785. An
act for the prevention of lotteries,
passed at November session, 1792. A supplement to the act, entitled,
An act for the preservation
of the breed of fish, passed at November session, 1792. A supplement

Which was read.
On motion, ORDERED, That the further consideration of
the bill relating to negroes, and to repeal
the acts of assembly therein mentioned, be postponed till to-morrow.
The bill for the destruction of crows in the several
counties of this state, was read the second
time, and the question put, That the said bill do pass? Resolved
in the affirmative, and sent to the
senate by the clerk.
Mr. Oneale, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred a letter from
Ninian Pinkney, referred by the senate to
the consideration of the house of delegates, report, that they are of opinion
the copying of Messieurs
Lyons argument relative to the bank stock in England by said Pinkney, for
the use of the senate, is
a service for which he ought to be compensated, inasmuch as it is not a
part of his duty as clerk of
the council. They therefore submit the following resolution:
