The bill to authorise and empower the levy court
of Cæcil county to assess and levy annually a
sum of money for the support of John Maloy, was read the second time by
especial order, and
passed.
On motion, ORDERED, That the bill to regulate elections,
be committed to the committee appointed
to bring in the same, for amendment.
Mr. Key, from the committee, delivers tot he speaker
the following report:
THE committee to whom was referred the memorial of the
commissioners of the city of Washington
met, and took the same into their consideration, and agreed to submit the
propriety of
the following resolution to the opinion and judgment of the house.
RESOLVED, That the trustee of this state transfer to
the order of the commissioners of the federal
buildings, in the city of Washington, the sum of fifty thousand dollars
of the stock of the
United States bearing a present interest of six per centum per annum,
upon the said commissioners
giving such real and personal security as the governor and council shall
approve, for the payment
of the principal sum on or before the first day of February, in the year
one thousand eight
hundred and three, and the punctual payment of the interest thereon quarter
yearly, and if the
interest is at any time thirty days in arrear, the whole principal to be
sued for and recovered.

A petition from Benjamin Skinner, of Queen-Anne's county,
praying an act of insolvency,
was preferred, read, and referred to the committee appointed on petitions
of a similar nature.
Mr. Mackall appeared in the house.
A petition from Benjamin Ricketts, of Anne-Arundel county,
praying compensation for a negro
man that died in gaol, the said negro having been committed for shooting
a certain Patrick
Macgill, was preferred, read, and referred to Mr. Quynn, Mr. Lowrey and
Mr. Hall, to consider
and report thereon.
A petition from the constables of Baltimore county,
praying an increase of fees, was preferred,
read, and referred to the committee appointed to bring in a bill to regulate
constables fees.
The report on the petition of Edward Norwood was read
the second time, and the resolution
therein contained assented to.
Mr. Edmondson appeared in the house.
The house proceeded to take into consideration the order
of the day respecting the petition
from the mayor and city council of the city of Baltimore for introducing
water into the said city,
and the counter memorial thereto, and after hearing counsel at the bar
of the house, ORDERED,
That the further consideration of the same be postponed until to-morrow
morning.
The house adjourns till to-morrow morning 9 o'clock.

on yesterday. The proceedings of yesterday

A petition from James Steel, and others, of Cæcil
county, in behalf of themselves and the
heirs of John Pattison, and others, stating, that they were compelled to
give an exorbitant price
for part of Widow's Lot, and praying relief, was preferred, read, and referred
to Mr. P.
Thomas, Mr. Key, Mr. Rumsey, Mr. Ridgely and Mr. Duckett, to consider and
report thereon.
On motion, ORDERED, That Mr. Lowrey be added to
the committee of claims in the room of
Mr. Purnell.
Mr. Boon has leave of absence.
A petition from Benjamin Gwinn Cole, of Saint-Mary's
county, praying an act of insolvency,
was preferred, read, and referred to the committee appointed on petitions
of a similar nature.
A petition from Francis Noble, of Saint-Mary's county,
praying the levy court of said county
may be authorised to levy a sum of money for his support, was preferred,
read, and referred to
Mr. Barber, Mr. Leigh and Mr. Greenwell, to consider and report thereon.
Mr. Barber has leave of absence.
The house resumed the consideration of the order
of the day respecting the petition from the
mayor and city council of the city of Baltimore for introducing water into
the said city, and the
counter memorial thereto, and after hearing counsel at the bar of the house,
ORDERED, That the
counsel have leave to withdraw.

the act to regulate and discipline the militia of this state.
