Mr. Crothers, from Committee on Finance, reported favorably with proposed amendment, House bill entitled "An Act to regulate the mode of payment of all appropriations made by the State to any association or incorporated institution maintained for industria], educational, medical, humane or charitable purpose." AMENDMENT PROPOSED. In line. 11, of section 1, of engrossed bill, strike out the words "to be sworn” after the word "account." Also. In line 7, of section 2, Of engrossed bill, strike out the. words "the second” and insert in lieu thereof, the word "any." Also, At the end of section 2, of the engrossed bill, add the words "provided, the said institution shall have received an appropriation prior to the passage of this Act. And the Comptroller is hereby authorized in his dis- cretion, for the purpose of informing himself of the ex- penditures of said institution, to cause an examination of their financial affairs and management to be made.
