1900.] OF THE SENATE. 215 PETITIONS, MEMORIALS, ETC. The President submitted the following COMMUNICATION: lion. John Hubner, President of the Senate, Annapolis. Md, DEAR SIR.—In accordance with the provisions of the enclosed resolution of the Honorable Legislature of the State of Texas, petitioning the Congress of the United States of America to call a convention for proposing amendments to the Constitution of the United States, I have the honor to lay the same before you, and to hope that you and the Honorable Senate of Maryland concur in the sentiments and purposes therein expressed, and that you will join in the efforts of the Honorable Legis- lature of the State of Texas to consummate the purposes in the said resolution mentioned. Very respectfully, D. H. HARDY, Secretary of State. (Enclosures.) CONCURRENT RESOLUTION. Whereas, the Constitution of the United States of America provided that Congress on the application of the Legislatures of two-thirds of the several States, shall call a convention for proposing amendments to said Constitution; Therefore, we, the Senate of the State of Texas, the House of Representatives of the State of Texas concur- ring, do hereby petition and request the Congress of the United States of America to call a convention for propos- ing amendments to said Constitution as soon as the Leg- islatures of two-thirds of the sevaral States of the [Tnited States of America shall concur in this resolution by ap- plying to Congress to call said convention. Be it further resolved, that the Secretary of State be and is hereby directed to send a copy of this resolution to the Congressmen from Texas, and to the Governor of each State at once, and to the Legislatures of the several |
